If you wish to show goodwill to somebody by the means of a gift, usually you need to think very carefully about it. What is it they do not have yet? Will this make them happy?
For protocol gifts, the receiver of which is a king, a queen, a president or any other prominent representative of a state, the situation is harder as you do not know them well in person.
And still, you want to show that you are arriving with good intent and open heart.
Or that you appreciate their achievements.

A protocol gift must be exceptional as the receiver is just as exceptional. Which is why you want to give the best item created by the best skilled craftsmen and artists from your country.
Usually it can only be had as the only specimen, which is not for sale.
